eCapital, a tech-enabled specialty finance provider for businesses across North America and the United Kingdom, appointed Richard Tong as chief legal officer. Tong will join eCapital’s senior leadership group, reporting directly to Marius Silvasan, CEO, and will oversee the company’s global legal operations.
Tong brings more than two decades of senior legal experience advising public companies and global enterprises on corporate governance, complex transactions, and regulatory matters. Most recently, he served as executive vice president and general counsel at NV5 Global, where he led the legal organization for more than 16 years during a period of growth, acquisition activity and strategic transformation, including the company’s merger with Acuren in a transaction valued at approximately $1.7 billion.
Earlier in his career, Tong held senior legal roles with Bureau Veritas and other multinational firms, building deep expertise in mergers and acquisitions, corporate governance, compliance, and enterprise risk management.

Richard will work alongside Todd Zarin, who continues with eCapital as general counsel. In their respective roles, Tong and Zarin will support the company’s legal framework, governance and strategic initiatives as eCapital continues to grow.
