Haynes Boone Adds Chair of Financial Services Investigations and Controversies Practice

Rich Weber brings decades of experience in both government and private practice, including leadership roles at the New York State Department of Financial Services, the U.S. Department of Justice and the IRS.

Haynes Boone welcomed partner Richard Weber as chair of the firm’s financial services investigations and enforcement practice, bolstering its capabilities in white-collar defense, government enforcement and financial crimes compliance. Weber will be based in the firm’s New York office.

Rich Weber brings decades of experience in both government and private practice, including leadership roles as general counsel at the New York State Department of Financial Services (NYS DFS), chief of asset forfeiture and money laundering at the U.S. Department of Justice (DOJ) and chief of the Criminal Investigation Division at the Internal Revenue Service (IRS), where he served for more than five years under the U.S. Department of the Treasury. Most recently, Weber was a partner and co-chair of the financial crimes compliance practice at Winston & Strawn and held senior executive positions at Deutsche Bank and UBS, leading anti-financial crime efforts across the Americas.

Weber’s practice focuses on white-collar and government investigations, with a primary emphasis on financial crimes compliance, including anti-money laundering, Bank Secrecy Act issues, sanctions, tax controversy, asset forfeiture and regulatory advisory work. Weber also regularly handles cyber, crypto and digital asset matters and represents a broad range of clients that encompass financial institutions, companies, boards and individuals facing government scrutiny.

Weber’s cross-disciplinary practice will contribute to Haynes Boone’s collaboration across securities, digital assets, asset management and financial litigation, while contributing to further partnership across the firm’s offices and industry sectors.

Weber is the latest arrival to the firm’s New York office, as its hub in the financial capital of the world continues to expand rapidly. Since the beginning of 2025, the New York office of Haynes Boone has welcomed litigators Gabriel Berg and Lauren Coppola, restructuring partners Ingrid Bagby and Michele Maman, real estate finance Partner Moni Sarmadi, insurance recovery partner Carrie DiCanio, derivatives partner Michele Navazio, M&A partner Zachary Jacobs and a group of seven asset securitization attorneys led by Greg Cioffi and Greg Berman.

“Richard’s addition further strengthens our ability to serve financial services clients navigating increasingly complex environments,” Craig Unterberg, New York office managing partner at Haynes Boone, said. “He brings unique insight from both sides of the table with his DOJ, IRS, NYS DFS and private sector representation and we are thrilled to welcome him to our firm.”

Weber has been recognized for his commitment to mentoring and pro bono service throughout his career. He is a finalist for the 2025 New York Legal Awards Mentoring Award and contributed more than 400 pro bono hours last year alone. Weber has also held leadership roles on diversity committees and serves on the Americas advisory board for Sports Integrity Global Alliance, which promotes transparency and ethics in international sports.

Haynes Boone has welcomed more than 20 lateral partners firmwide since the beginning of 2025, strengthening the firm’s capabilities in private credit, capital markets, M&A, energy, intellectual property and litigation.
