Willkie Adds Former Government Senior Tax Counsel Strelka in Washington, D.C.

Andrew Strelka has significant tax experience in a variety of government and private practice roles, and is nationally recognized for his work in tax-related disputes, litigation and investigations.

Prominent tax litigator and former White House senior tax counsel Andrew Strelka has joined Willkie Farr & Gallagher as a partner and chair of the tax resolution practice group. He is based in Washington, D.C.

Strelka has significant tax experience in a variety of government and private practice roles, and is nationally recognized for his work in tax-related disputes, litigation and investigations. He advises on a comprehensive range of tax controversy matters with particular focus on tax litigation, IRS appeals, exempt organizations, Administrative Procedure Act issues and transfer pricing issues. His clients span various industries including global nonprofits, private equity, technology and global financial institutions.

“Andrew’s broad tax experience serving in roles throughout the federal government as well as in private practice advising global leaders on critical tax issues, will be an invaluable resource to our clients,” Christopher J. Peters, chair of the tax department, said. “He is deeply talented at navigating some of the most complex and high-stakes tax-related disputes, and we are thrilled to welcome him to Willkie.”

As senior tax counsel in the Biden White House, Strelka advised on the full spectrum of federal taxation issues and oversaw the vetting and Senate confirmation process. Earlier in his career, he served as a trial attorney in the Department of Justice Tax Division, where he litigated a range of civil tax matters involving tax-exempt organizations, tax refund suits, matters concerning the Administrative Procedure Act and transfer pricing disputes. During his tenure at the DOJ, Strelka was selected to serve in a similar tax advisory role in the Obama White House. Before the DOJ Tax Division, Strelka served in the U.S. Attorney’s Office for the District of Columbia and the Internal Revenue Service Office of Exempt Organizations. He joins Willkie from Latham & Watkins.
