Affiliates of Stellus Capital Management provided senior debt financing and an equity co-investment in support of Clarion Capital Partners’ investment in International Cybernetics (ICC), a technology-enabled infrastructure management firm. Clarion has been actively pursuing investments in the testing, inspection, certification and compliance (TICC) industry.

“Clarion is excited to begin this new partnership with International Cybernetics, a company with a nearly 50-year history,” Eric Kogan, partner of Clarion, said. “ICC’s focus on delivering timely and high-quality data collection to a growing number of government agencies across the U.S. and Canada aligns perfectly with our vision for a broader TICC platform. It’s clear that ICC is more than just a service provider; it is a trusted partner to cities and states/provinces across North America. We look forward to creating long-term value with the ICC team and also appreciate Stellus’ support during this process and moving forward as we pursue acquisitions.”

“We are excited to partner with Clarion on another transaction,” Colin Baker, managing director at Stellus, said. “We look forward to working with Clarion, Mustafa and the ICC team as they seek to grow the broader platform.”
