Pandion Asset Management appointed Horatio H. Sparkes as senior director of business development and investor relations.
Horatio brings over 30 years of experience across the pension and financial services industries and is a major name in the allocator world, having previously managed New York City’s $120 billion public pension portfolio as deputy comptroller for pensions. Prior to that, he became the first black person to lead a NYC retirement system during his time as executive director of the Board of Education Retirement System, where he doubled the fund’s assets.
Most recently, Horatio was partner and managing director at CapSource, where he worked closely with allocators and consultants on long-term portfolio construction and strategy. He has also previously held senior business development roles at APEX, Geronimo Investment Management and The Yucaipa Companies.
At Pandion, he will work closely with public pension plans, endowments, foundations, Taft-Hartley plans, family offices and consultants, introducing differentiated strategies aligned with long-term value creation and ESG principles.
