Holland & Knight Welcomes Financial Services Regulatory Partner in Washington, D.C.

Holland & Knight is strengthening its national financial services team with the addition of Eamonn Moran in Washington, D.C. as a partner. Prior to joining Holland & Knight, Moran was a senior counsel at Norton Rose Fulbright.

Moran leverages his experience as a former counsel in the Office of Regulations at the Consumer Financial Protection Bureau (CFPB) to guide clients in complying with state and federal consumer protection laws and regulations. He helps lenders, finance companies, financial technology (FinTech) and regulatory technology (RegTech) companies, marketplace lending platforms, payments companies and systems, card issuers and networks, banks, investors and other financial services providers navigate issues arising under state and federal financial services laws. Prior to joining the CFPB, Moran served as a senior attorney advisor at the U.S. Department of the Treasury, where he worked in the Office of the Special Inspector General for the Troubled Asset Relief Program.

Moran’s FinTech and regulatory practice is constantly evolving and growing as clients adopt new technologies and pursue innovative business lines. He has extensive experience handling the regulatory aspects of a broad range of payment services and technologies, spanning traditional systems and cutting-edge payment products. He counsels clients on all aspects of payments law and related regulatory matters, including on instant payments, debit card interchange, money transmission and consumer protection. Moran has also handled matters involving mobile banking, mobile payments, mobile wallet products and bank-FinTech partnerships, including marketplace lending and banking-as-a-service (BaaS) and software-as-a-service (SaaS) offerings. He also advises clients on novel issues connected to blockchain, digital assets, artificial intelligence and big data.

“Eamonn will significantly enhance our consumer finance and regulatory offerings, filling critical gaps and advancing our capabilities in these growing segments,” Matthew Fontane, co-chair of the firm’s national financial services practice group, said. “His addition represents the continued evolution of the financial services industry and the firm’s commitment to investing in ‘next generation’ talent that understands and adapts to this ever-changing space.”

“I am impressed with Holland & Knight’s commitment to growing its portfolio of services within its financial services practice as well as its existing regulatory bench strength,” Moran said. “I look forward to using my extensive experience in navigating state and federal financial services law, while applying my past experience at CFPB and the Department of Treasury, as I guide Holland & Knight clients through the maze of existing regulation.”

Moran serves as the co-chair of the New York City Bar Association’s (City Bar) Presidential Task Force on Artificial Intelligence and Digital Technologies’ Subcommittee on Digital Technologies Consumer Protection. He is admitted to practice law in the District of Columbia, New York and Maryland. He is also admitted to the Supreme Court of the United States.

Moran earned a J.D. degree from Georgetown University Law Center and a B.A. degree from Georgetown University.
