Barnes & Thornburg Adds Walker and Ullom to Indianapolis Office

Barnes & Thornburg added public finance partners M. Elizabeth Walker and Jerimi J. Ullom to its Indianapolis office. Previously, Walker and Ullom worked together at a national healthcare-focused law firm, where they represented public and private clients in healthcare and finance matters for more than 15 years.

Walker is a tax-exempt bond practitioner. Her practice focuses on debt financing for 501(c)(3) and governmental organizations, with particular experience in healthcare finance. She represents borrowers, issuers, underwriters and lenders across the U.S. and territories in tax-exempt and taxable financings. In addition to her transactional experience, Walker advises her clients on ongoing tax, disclosure and obligated group compliance matters.

Walker is a member of the board of directors of the National Association of Bond Lawyers, a former editor of the Federal Taxation of Municipal Bonds Deskbook, and was the first chair of the NABL’s government relations committee. She routinely serves as a presenter and panelist at NABL conferences.

Ullom serves as bond and borrower’s counsel for healthcare, governmental and other nonprofit clients and underwriter’s and lender’s counsel in financing transactions across the U.S. In the public arena, Ullom serves as bond counsel to state agencies, cities, towns, counties and other governmental units in connection with the financing of capital projects. He has experience with real estate financing strategies for 501(c)(3) organizations, including the use of charitable foundation leases to deliver value to nonprofit organizations.

Ullom also has experience in public-private partnership transactions, particularly those involving healthcare or nonprofit participants. In the private markets, Ullom represents for-profit real estate developers in transactions that include public or economic development components. He was previously an attorney at Barnes & Thornburg from 2000 to 2008.

“Elizabeth and Jerimi’s experience and skills bolster our ability to assist clients across the country in highly complex tax-exempt and taxable public financings,” Richard Hall, chair of Barnes & Thornburg’s government services and finance department, said. “We are thrilled to have them on board.”
