TD Bank said it has named John S. Kosko as vice president, business development officer in SBA Lending in Ramsey, NJ. Prior to joining TD Bank, he served in several positions in the SBA Lending Group at CIT Group in Livingston, NJ.

Hilco Trading announced the appointment of Gary C. Epstein as chief marketing officer for the company. In this role, Epstein will be responsible for Hilco’s overall marketing strategy and execution, branding, market research and marketing communications.

BMO Harris Bank said it has promoted Chip Howard to managing director business risk officer for emerging markets. He previously served as head of commercial banking for the company in the Minnesota region.

Black Diamond Capital Management announced the appointment of Jean Fleischhacker as senior managing director, Business Development. Most recently, she was managing director at Babson Capital, heading Global Distribution.

TAB Bank announced that it has expanded into Chicago and the entire upper Midwest region with the addition of Tony DeMonte to the business development team as vice president and business development officer.

According to a story posted on the Baltimore Business Journal site, Capital One has appointed Mathew Roughton to the newly created position of senior vice president of middle-market lending for the Baltimore market. Roughton was previously with SunTrust.
