Capital One Bank announced the appointment of John Taylor as senior vice president of Government Banking for southeast Texas and Houston. In this role, Taylor will manage and support the Bank’s growing Government Banking Business. He will be responsible for providing financing, investment and commercial banking solutions to clients and throughout the region.

Prior to joining Capital One Bank, Taylor served as SVP of Healthcare, Institutions and Government Banking at Bank of America. In this role, he managed more than $1 billion in institutional credit portfolios. Taylor’s experience in public finance and government banking also includes leadership positions at Western Corporate Federal Credit Union, Bank of America and The Sumitomo Bank. Taylor holds an MBA from DePaul University’s Kellstadt Graduate School of Business and a B.S. in Finance from Miami University.

Capital One Bank also announced the appointment of Shawn Robertson as a vice president of Government Banking for the Middle Market Banking Business. He was previously at Valley National Bank where he served as a VP for Corporate & Government Services in Wayne, NJ. He will report to Karen Bauer, SVP, Government Banking, Capital One Bank.

In this role, Robertson will primarily serve as a relationship manager for various organizations within the government sector. He has specialized in government banking in New Jersey for the majority of his 13-plus year career in banking at organizations such as HSBC USA and Commerce Bank. He is a member of the New Jersey chapters of the Government Finance Officers Association, the American Environmental Association and the County Finance Officers Association. He received a B.S. in Business from Towson University.

Wayne Kuss, a member of the Government Banking team, part of Capital One Bank’s Middle Market Banking Business, has been promoted to senior vice president. Kuss, who primarily serves as a relationship manager for a number of government entities, also reports to Bauer.

He has been with Capital One Bank for nearly 13 years. Earlier in his banking career, Kuss was a branch manager with Fleet Bank. He also spent four years serving as the mayor of the Borough of Maywood, NJ. Kuss received his B.S. in Economics from Rutgers University.

In addition, Capital One Bank appointed Tammy Leisen as a senior vice president of Government Banking on Long Island. In this role, Leisen will be responsible for managing key client relationships, including school districts, libraries and other municipal government entities.

Prior to joining Capital One Bank, Leisen served as SVP at Wells Fargo where she established a municipal portfolio and led the bank’s Long Island expansion. Her previous banking experience includes TD Bank, where she developed and implemented business strategies for a new Government Department. She also spent 15 years in various positions within the Retail and Corporate Banking groups at The Bank of New York.

She is a member of Government Finance Officers Association, the Nassau and Suffolk Association of School Business Officials, the New York State Association of School Business Officials and the Long Island Village Clerks Treasurer’s Association. Leisen graduated Magna Cum Laude with a B.S. in Business from Adelphi University.
